When I first ran for office, you elected me to bring strong, effective leadership and new ideas to the city council. While we have accomplished much, there is still more to be done. With your help, we can continue the progress of building a more sustainable future for our city, including the promise of:
RESPECT
In asking for your vote, I encourage you to examine my track record. You will find that I have consistently represented you with integrity and respect. Lancaster’s citizens deserve nothing less.
PUBLIC SAFETY
Public safety is the first priority for our city. Over the past decade, Lancaster has invested in more deputies and new technology to keep our community safe, driving our crime rate to historic lows. While I am proud of this achievement, I am not done when it comes to protecting families and businesses.
HELPING OTHERS
Homelessness has become an all too common sight in our community. It is my goal to break the cycle, root out the bad elements and see that every Lancaster resident that wants help has access to the resources they need get back on their feet.
NEW ROADS
It’s time to rebuild our roads. As your voice on the council, I led the effort to repair or replace 113 lane miles of roadway this year and commit $50 million to pavement, curb, gutter and sidewalk projects over the next three years.
JOBS
Since being elected, Lancaster has partnered with local industry, farmers, schools and green energy companies to create quality jobs, grow our economy, and reduce electricity costs for home and business owners. Unemployment has reached a record low, but we can’t stop now!
PROVEN LEADERSHIP
Lancaster has been my home for over 60 years. I grew up in Lancaster, attended public schools, worshipped, built my business and raised my family here. I have over 40 years of involvement leading local organizations, such as Desert Haven, United Way, Children’s Center, Chamber of Commerce and Planning Commission.

While I am proud of what we have done together, we’re just getting started. With your continued support, I will keep working hard for you to create jobs, protect our community, limit taxes and make a better future for Lancaster.

I think we need to come right out and say what we already know from experience. Politically speaking, the party’s over at Lancaster City Hall. We saw a parade of supposedly conservative Republican city council members unanimously voting for left-wing policies and ordinances.

Ever since the mayor became obsessed with extreme environmental causes, city council members lost their independence of voice and vote. Under the mayor’s system for filling council vacancies with his appointees, the council now serves the mayor’s priorities over those of the voters.

Instead of repairing, maintaining and expanding our streets, the council pumps money into poorly designed construction to slow and calm traffic, and removes entire traffic lanes to paint paths for an invisible crowd of bicyclists.
Instead of looking to sensible and affordable local solutions for local needs and challenges, we have a local government that looks first to the regulatory overlords in Los Angeles, Sacramento and Washington, D.C. Lancaster city hall wants to force you out of your car and onto a bus or train. Solar alone won’t keep your home warm in winters when cheaper natural gas is banned.
The city council is our nearest government and first and best defense against radical legislation. As your councilman I’ll work independently of party bosses because I have no financial ties or conflicts of interest with self-interested pressure groups. I work for a private company and my wife is a nurse.
The elected leadership in Lancaster City Hall has circled the wagons in this election to protect what it proudly tells us is a like-minded team doing deals in the back room.
When elected, I will insist on doing the public’s business in public. I will demand answers and question assumptions.
Lancaster is not the disaster some may claim. Neither is it the model of progress the mayor would have us believe. We have room to improve in all our neighborhoods, in our programs and policies for the homeless, in our support for greater public safety, and in growing a vibrant and prosperous local and regional economy.
The Antelope Valley Republican Assembly can help make that happen by endorsing for the non-partisan office of City Council, registered Republican Jeremiah Westbrook, who will think like a fiscal conservative and a strict constitutionalist, and act like a guard dog when circumstances demand it.

I humbly request your support in the upcoming Lancaster City Council election. I grew up in Los Angeles, but my wife and I came to the Antelope Valley over twenty years ago to raise our family in a safe, affordable community where our children would have great opportunities to grow up with a true sense of community. I’ve worked in aerospace, public safety, and for eighteen years now, as pastor of Living Faith Cathedral. Working in the private sector, public sector and as a faith leader has given me a unique perspective on public service and ensuring the needs of our residents are met.
As a Republican, I know the best way to accomplish the goals we set for our community are by empowering the individual and the private sector to thrive and succeed. Our city residents are facing serious economic as well as health harm. Serving on the City Council at this time is a humbling honor, as it requires swift and responsible action to protect not only our residents health, but also their livelihoods. I have worked to support Republican candidates and serve as a Delegate of the California Republican Party, appointed by Senator Scott Wilk.
Prior to my appointment to the City Council, I served as Deputy Mayor, working with the faith community, law enforcement and business development to improve the safety and prosperity in our city. We’ve come up with innovative ideas to increase law enforcement and stop our valley from being LA’s dumping ground. Through that we’ve been named three times as the Most Business Friendly City in LA County. The highest Business Friendly Award available to cities in our region.
I’m honored to be endorsed by our communities top Republican leaders including President Trump’s right hand man on Capitol Hill, House Minority Leader and local Congressman Kevin McCarthy in addition to Senator Scott Wilk, Assemblyman Tom Lackey, Supervisor Kathryn Barger and former Mayor and Senator George Runner.
In order to govern effectively as a Republican, we must work together as a team. Just as we need our U.S. Senators and Congressman to work together with President Trump to get things done, so must our local state, federal and local Republicans work together to provide the best, most responsible service to our residents. I respectfully request your support not only for me, but for Mayor R. Rex Parris and Councilman Ken Mann.
